What this is
Community Shield Scotland is the umbrella. Government is the national record. My street is the local record — wards, audit, meetings, printed money. Same brand, same rules, two jobs. Inclusion means a documented relationship, not an allegation.
The chapters
People. Money. Places. Institutions. Law. Method. Each chapter has subjects. Each subject has branches. A branch with no figures is empty and ready to fill — it is not a zero, and it is not hidden.
What is already filled
People national series (population, housing, children, work, health) and Money (Scottish Budget, local government AARs, reserved UK DWP and MoD) are open from public papers. Asylum-depth branches are not on this tree.
The rule
If a factual claim cannot be evidenced, it does not belong. Published beats calculated. Calculated beats estimate. Estimate is labelled. A gap is a gap. Pots are not mixed.
